Abstract
The study was initiated to establish the effect of Bid evaluation on Organizational performance with Uganda Revenue Authority (URA) as the case study. The study was initiated with specific interests to establish;the effect of Bidding Process on organizational performance, the effect of examination of Bids on organizational performance and the effect of Determination of Award on organizational performance.
The study adopts a research design that was both qualitative and quantitative in nature. Out of a population of 55 respondents, a sample size of 48 respondents from all hierarchies in URA was selected to give an account related to the research questions that were listed. All the 48 responded to the questionnaires and an interview guide which were the major instruments of data collection. Both primary and secondary data sources were used.
The study findings reveal thatproper bid evaluation led to improved quality of procured items, higher value for money and later on better service delivery hence proving a positive relationship between Bid Evaluation and organizational performance. Therefore, best evaluation practices like adhering to evaluation criteria stated in the solicitation documents, fairness and impartiality are recommended as evaluation positively affects organizational performance in terms of getting quality procurements that support the organization in achieving its core objectives such as quality service delivery and better value for money.Further research is suggested on Contribution of Bid evaluation on competitiveness of organizations and strategies that can be adopted to improve the bid evaluation in Uganda.
