Abstract
This study examined the extent of Achievement by School Management Committees of their roles in Universal Primary Education Schools in Hoima Municipality. The role of School Management Committees was measured in form of teachers’ motivation, school monitoring, good working relationship, routine visits and supervision, accountability and resource mobilization. On the other hand, Learners Academic Achievement was measured in form of improved teaching-learning condition, grades obtained by the pupils and quality results achieved.
The study was specifically guided by the following objectives: to establish how motivation of teachers by SMCs influences learners’ academic achievement in UPE schools in Hoima Municipality; to investigate how monitoring of Schools by the SMCs influence learners’ academic achievement in UPE schools in Hoima Municipality; and to analyse how accountability by the SMCs influences learners’ academic achievement.
The research used a cross sectional survey design based on both qualitative and quantitative research approaches. Quantitative data was collected from 100 members of the SMC from 10 selected schools while qualitative data was collected from 10 chairpersons of the SMC as well as review of relevant literature.
The study found that role of SMCs in terms of motivation of teachers, monitoring of schools and accountability had a great effect on academic performance of learners. The study also found that SMCs were unable to effectively perform their duties due to lack of facilitation, lack of awareness that academic performance of learners is also their mandate and shortage of technical ability.
The study recommends facilitation of SMCs, appointment of SMCs with some level of Education as well as orientation of SMCs on their roles which include academic performance of learners.
