Contracts Management and Health Service Delivery in Local Governments of Uganda Case Study: Namayingo District Local Government.
Abstract
The study was set out to examine the effect of contracts management and health service delivery in Namayingo district local government. The following objectives guided the research; to establish the effect of contract implementation on health service delivery in Namayingo District Local Government; to determine the effect of contract monitoring on health service delivery in Namayingo District Local Government and to examine the effect of contract evaluation on health service delivery in Namayingo District local Government. A case study design using a mixed approach where both qualitative and quantitative. A sample size of 56 respondents out of the population of 66 was used. Data was collected using structured tools in the form of questionnaires and interview guides which were administered to the respondents.
Findings indicated that the contract implementation had Adjusted R2 = .130. This means that 13% (0.130×100) variations in health service delivery are explained by contract implementation, contracts monitoring had Adjusted R2 = .101 (0.101×100) meaning that contracts monitoring results into 10% improvement in health services delivery and contracts evaluation had Adjusted R2 = .130 (0.130×100) meaning that contracts evaluation results into a 13% variation in health services delivery at N.D.L.G. The multiple regression gave Adjusted R2 =.269 (0.269×100) meaning that contracts management accounts for 26.9% of health services delivery at N.D.L.G.
The study recommends that Namayingo district local government should improve on contracts implementation since it’s an important element of health services delivery. The district should also improve on contracts monitoring which has a regression analysis of Adjusted R2=.101meaning that contracts monitoring accounts for only 10.1% improvement in health service delivery in the district. Which is relatively low. Contracts evaluation had Adjusted R2 = 0.130 which means that contracts evaluation accounts for 13% of health services delivery at Namayingo district local government therefore management at the district should emphasis on contracts evaluation and implementation as they have the highest impact on health services delivery in the district.
