Abstract
study was based on Bid Management and Performance of Procurement in Public Organizations and aimed at ascertaining the factors that influence the performance of procurement in public organizations, with a case study of Ministry of Lands, Housing and Urban Development. The study variables were bid management with dimensions: staff competence, procurement planning and contract management, the other variable was performance of procurement with dimensions: efficiency and effectiveness, openness and transparency and supplier-buyer collaborations.
The research study objectives were; to establish the influence of staff competence on performance of procurement, to establish the influence of procurement planning on performance of procurement and to establish the influence of contract management on performance of procurement.
This research study was based on a case study design conducted at Ministry of Lands, Housing and Urban Development with respondents as the staff at the Procuring and Disposal Unit, members of the contracts committee and management. The sample size for the study comprised of 44 respondents.
This research study used a questionnaire and interviews as the data collection tools. A 5 point Likert questionnaire was used to collect data from respondents. They were distributed to the respondents attached with an introductory letter from the university. Key informant interviews were conducted for specific persons such as the head of the Contracts Committee, Principal Procurement Officer and the Senior Procurement Officer because they were considered to have expertise and experience in the field of interest.
From the research study, it was established that staff competence has a positive influence on the performance of procurement in public organizations; this is represented by a response rate of 43.9% in agreement with the statement. Under procurement planning, 46.3% of the respondents strongly agreed that procurement planning initiates the entire acquisition process. Furthermore, contract management is represented by a response rate of 58.5% by the respondents. Therefore, public organizations should promote competences as a way of improving performance of procurement; organizations should carryout needs assessment for departments to enable the procurement department to do proper budgetary allocation to the needs.
