Factors Affecting the Provision of Basic Needs Among Street Children By Kampala Capital City Authority Case Study: Kampala Central Division

Abstract

This study investigated the factors affecting the provision of basic needs among street children in Kampala central division. The study had three objectives:To establish the effect of poverty in affecting the access of basic needs to street children,to establish the influence of the legal flame work toaccess of basic needs to street children inKampala central division, to establish how corruption has affected the access of basic needs to street children. Mixed method was used to access information through check list, interviews and documentary review from 37 respondents of whom 5 were Kampala Capital City Officials, 20 street children, 3 community leaders and 9 from non-government organisations. The key findings indicated that although Kampala capital city Authority (KCCA) has ratified on the Elimination of all kinds of discrimination against children, it has not been able to provide ways in which street children access those rights including right to development through accessing education and other basic needs. Furthermore, although the community members understand their role in supporting street children, they do not feel responsible to supporting them or even advocating for the rights of street children to access basic needs. The study recommended that Kampala capital city Authority should devise a way to ensure that all the children including street children have the right to education and to other social and economic benefits. Also the community member should be in a forefront in providing street children with attachments, resources and opportunities to develop skills.
